app/testpmd: implement basic support for flow API
Add basic management functions for the generic flow API (validate, create, destroy, flush, query and list). Flow rule objects and properties are arranged in lists associated with each port. Signed-off-by: Adrien Mazarguil <adrien.mazarguil@6wind.com> Acked-by: Olga Shern <olgas@mellanox.com>
